Russia's Foreign Minister Sergei Lavrov described America's actions as "absolutely unnecessary" in violation of UN Security Council resolutions in its first reaction after the announcement of sanctions. He described the US sanctions as extremely disappointing and, referring to US sanctions against Russia, said that despite sanctions, there would be ways to engage with Iran.
